Estimated Impact of Initiative 695 on Revenues and Distributions by Local Jurisdiction

Note: Estimated revenue loses for cities and unincorporated areas would include loss of revenues for criminal justice, sales tax equalization, police and fire protection, and rural area economic assistance. Estimated losses in health revenues are broken out separately and are generally associated with a specific health district or health department. Estimated reductions in transit revenues are associated with specific transit systems. Loss of transit revenues includes loss of state MVET revenue distributions, but do not include RTA revenues or revenues distributed on a project or grant basis from the High Capacity Transit Account or the Public Transportation Systems Account. These data do not reflect possible loss of transportation projects in local areas supported by the state Motor Vehicle Fund or Transportation Fund due to loss of MVET revenues.

Assumes that the rental car excise tax would go into the General Fund-State with the elimination of the MVET distribution statute.

Local Option MVET for High Capacity Transportation Systems – Only RTA in King, Pierce, and Snohomish counties has levied

the local option MVET for high capacity transportation. I-695 eliminates the method of determining the value of vehicles for the

RTA's local MVET. The RTA retains the authority to collect the local option MVET, but I-695 puts in doubt the RTA's ability

to continue to collect the tax.

Local Option Vehicle License Fee – A local option vehicle license fee is imposed in Douglas, King, Pierce, and Snohomish counties.

Although the state MVET and license fee statutes change, it is unlikely that this local option excise tax will be affected since the

$30 license tab initiative is assumed to replace the basic registration fee statute.

Local MVET for Public Transportation Systems – A municipality may levy a local MVET of up to 0.725 percent of the value

of the vehicle. The tax is credited against the state MVET. I-695 eliminates both the state MVET and the method of determining

the value of motor vehicles. The authority of the municipality to levy the local option MVET remains, but there is no state MVET

revenues to take a credit against and no way in statute to determine the value of motor vehicles. There is a question, due to

insufficient funds in the year 2000, as to whether the distributions to public transportation systems can be made once the MVET

is repealed.

Criminal justice and sales and use tax equalization distributions to the newly incorporated City of Kenmore are not fully considered

in the analysis. Distributions to the newly incorporated City of Sammamish are not considered at all in the analysis.
