The Municipal League of King County requests every candidate who participates in the candidate evaluation process to submit background information prior to his/her interview with a candidate evaluation committee.  The questionnaire is the basis of the League’s research and interview process.  The League’s ratings are non-partisan; they are based on standards of Involvement, Effectiveness, Character, and Knowledge, all of which have been developed and refined over the past 90 years.

 

A printed version of the questionnaire is available for candidates who prefer to use the traditional format.  To obtain a hard copy, please contact the League office.  A copy of this questionnaire will be provided to Candidate Evaluation Committee members to help them prepare for your interview.  Candidate responses, except the confidential section, will be available to the general public at the League website.

In this section, we are seeking responses that reflect the four ratings criteria: involvement, effectiveness, character, and knowledge.  These are defined as follows:

 

 

 

 

 

 

1.      In a page or less, why are you running for this office?  (Note: the interview committee will be given a copy of this statement before your interview; at the beginning of your interview you will have the opportunity to expand on this statement in any way you wish.)

 

I am running for the legislature because Seattle deserves a common-sense Democrat who can fight for clean water, air, and land, for excellence in public schools, and for a safe, just community:

 

  • Our Environment.  Our air, water, and land are at risk, and the federal government in Washington, D.C. is no longer working to protect it.  We in Washington State need to stand up for ourselves and state by making this the cleanest, healthiest, and most vibrant community in the nation.  I’m pleased that former U.S. Interior Secretary Bruce Babbitt issued the following statement last month:  “Bill Sherman is a principled advocate for the environment and a smart, energetic leader.  He will make a great addition to the legislature.” 

 

  • Our Schools.  We know that schools play a crucial role in our lives – and their success is critical to ensuring that kids become productive members of the community.  I have a son in kindergarten in the Seattle public schools, so my commitment to the success of the K-12 system is deep and personal.  But it doesn’t take long to recognize that the key to school success is the development of a true P-16 system – preschool through college – that recognizes the importance of early childhood education, and focuses additional investment on higher education.  First, we need to focus on equity and excellence in our public schools.  And we owe it to ourselves and our neighbors to make sure that the University of Washington and our community college system have the resources they need to generate good jobs right here in the Puget Sound region.

 

  • Criminal Justice.  Right now, there is not a single prosecutor in the state Legislature.  And although every politician wants to be “tough on crime,” there’s a big difference between talking tough and being effective.  I am running to be an advocate for law enforcement and community safety that works, and for stronger, more secure services for victims of violent crime.  For that reason, I’m proud to have been endorsed by Sheila Hargesheimer, Seattle’s former chief of Domestic Violence programs, and Ven Knox, Seattle’s former head of human services.  I am the only person in this race who has charged, prosecuted, negotiated, and tried criminal cases.

 

 

 


 

2.      Describe your most important personal characteristics or traits as they relate to the office you seek.

 

I chose to go to the Domestic Violence unit in the Prosecutor’s Office because I believe that to see the world through the eyes of a victim of family violence is to understand where the law succeeds and fails in stark relief.  My most important personal characteristic is a willingness to embrace the complexity of these most difficult human situations, and to make the tough choices that the criminal justice system demands.  I will bring these same traits – a sensitivity to human vulnerability and a commitment to fighting for the powerless – to the legislature as well.     

 

3.      Please describe in sufficient detail, one to three accomplishments or contributions of which you are most proud.  These examples should illustrate effective skills and capabilities you think apply to the office you are seeking.  These accomplishments may have occurred at any time in your personal, professional, or public life. 

 

While I was in the Clinton Administration, I supervised a pilot project aimed at coordinating the various bureaus within the Department of Interior, such as the National Park Service, Fish and Wildlife Service, USGS, BLM and others – cutting red tape and forging a new pattern of cooperation between sometimes hostile agencies.  Each bureau had its own policy agenda, and a tradition of independent action.  I was able to bring the agencies together by identifying mid-level managers who shared Secretary Babbitt’s frustration with agency conflict; offering an opportunity to work together on discrete projects (most notably on the US-Mexico border); and giving them some air cover via the Secretary’s office to encourage innovation and creativity.  Together, we established an entirely new way to manage natural resources in the border region – and created a framework for a less compartmentalized Department of Interior.

  1. Please describe the duties of the office you seek.  Which are the most important duties and why?

 

The Representative from the 43rd District bears a special duty in the legislature – the district is the most progressive in the state, and includes unique characteristics, such as downtown Seattle, the University of Washington, and the cultural center of the state’s gay and lesbian community.  The most important duty of a 43rd District representative is to lead, rather than just vote.  We live in a critical time for environmental protection, for our schools, and for the protection of our community – the 43rd deserves to be represented by someone who can champion our values.
